Considerable activity has been shown in enforcing the
Regulations during the few days which have elapsed since
the date of their issue.
By orders of the Grand Secretary Na T'ung the walls
of Peking have been placarded with proclanations on the

subject, and at Tientsin, as will be seen from the accom-
panying despatch from His Majesty's Consul-General there,
the Viceroy is proceeding with a rapidity of action which
it is hard to believe can be attended with complete suc-
cess.
